قال تعالى: { قُلْ لِلْمُؤْمِنِينَ يَغُضُّوا مِنْ أَبْصَارِهِمْ وَيَحْفَظُوا فُرُوجَهُمْ ذَلِكَ أَزْكَى لَهُمْ إِنَّ اللَّهَ خَبِيرٌ بِمَا يَصْنَعُونَ * وَقُلْ لِلْمُؤْمِنَاتِ يَغْضُضْنَ مِنْ أَبْصَارِهِنَّ وَيَحْفَظْنَ فُرُوجَهُنَّ وَلَا يُبْدِينَ زِينَتَهُنَّ إِلَّا مَا ظَهَرَ مِنْهَا }
[سُورَةُ النُّورِ: ٣٠، ٣١].

Tell the believing men to lower their gaze and guard their chastity. That is purer for them. Indeed, Allah is well aware of what they do. And tell the believing women to lower their gaze and guard their chastity and not expose their adornment except that which [necessarily] appears thereof
[an-Noor 24:30-31].

(قُلْ لِلْمُؤْمِنِينَ يَغُضُّوا مِنْ أَبْصَارِهِمْ وَيَحْفَظُوا فُرُوجَهُمْ):
{Tell the believing men to lower their gaze and guard their chastity}

قل أيها النبي للمؤمنين يخفضوا أجفانهم على أعينهم
O Prophet, tell the believing men to drop their eyelids
حتى لا ينظروا إلى ما لا يحلُّ لهم
so that they will not look at what it is not permissible for them to look at
من النساء والعورات،
of women and things that it is not appropriate for them to see,
ويحفظوا فروجهم عمَّا حَرَّم الله من الفواحش.
and to guard their chastity and avoid what Allah has prohibited of immoral deeds.

(ذَلِكَ أَزْكَى لَهُمْ):
{That is purer for them}

ذلك الغض عن العورات
That refraining from looking at what is not appropriate
والمحرمات
and is forbidden for them to look at
أطهر لقلوبهم،
is purer for their hearts
وأنقى لدينهم.
and is more protective and appropriate for their faith and religious commitment.

(إِنَّ اللَّهَ خَبِيرٌ بِمَا يَصْنَعُونَ):
{Indeed, Allah is well aware of what they do}

إن الله تام العلم بأعمال الناس في الظاهر والباطن.
Allah has perfect knowledge of what people do, both outwardly and inwardly.
وهذا تهديد ووعيد
This is a threat and a warning
ليحذر الناس من المعاصي في النظر وغيره.
so that people will avoid sins that involve looking and otherwise.

(وَقُلْ لِلْمُؤْمِنَاتِ يَغْضُضْنَ مِنْ أَبْصَارِهِنَّ وَيَحْفَظْنَ فُرُوجَهُنَّ):
{And tell the believing women to lower their gaze and guard their chastity}

وَقُلْ لِلمُؤْمِنَاتِ أَنْ يخفضن أجفانهن على أعينهن؛
And tell the believing women to drop their eyelids
حتى لا ينظرن إلى ما لا يحلُّ لَهُنَّ النَّظَرُ إِلَيْهِ
so that they will not look at what it is not permissible for them to look at
مِنْ عَوْرَاتِ الرِّجَالِ والنِّسَاءِ.
of the ‘awrahs of men and women.

(وَلَا يُبْدِينَ زِينَتَهُنَّ إِلَّا مَا ظَهَرَ مِنْهَا):
{and not expose their adornment except that which [necessarily] appears thereof}

ولا يُظْهِرْنَ مواضع الزينة:
And they should not show the places where adornment is worn,
الرأس والكفين والذراعين والساقين،
namely the head, hands, forearms and shins,
إلا ظاهر الثياب الخالية من الفتنة.
except what appears of their garments that are free of tempting adornment.
